The meeting was called to order by Amy Gaviglio at 2:30pm.
Use of a Modified Carver Model for Council Governance
An explanation of the Carver Model with the benefits and weaknesses was presented to the ESC. Questions regarding the model were asked and answered.
ACTION: Chair Gaviglio made a request for a motion to approve the use of a modified Carver Model for the work of the Governance Task Force to aid in the implementation of governance documents for RDAC.
Motion by Representative Reyer to approve the use of a modified version of the Carver Model, seconded by Karl Nelsen. Approved. Roll call vote 6/6.
Council-led Legislation
The Executive subcommittee discussed strategies for introducing legislation related to modifying Council statute and appropriation of funds to increase the Council’s base budget. The committee discussed the benefits and risks of a single bill versus two separate bills. Currently, a bill is set to be submitted to the Senate solely addressing statutory changes to assist in facilitating task forces and possibly appropriate funds for a gene therapy task force. Rep Murphy raised concerns around submitting a bill that may need modifications, be combined with another bill. Consensus was reached that the bill could be submitted with the expectation that more discussion and modification would be needed.
