The meeting was called to order by Dave Tilstra at 4:07 pm.

Approval of minutes

ACTION: Jackie Foster made a motion to approve the October 8, 2024, meeting minutes, motion seconded by Maureen Alderman. Motion passed 5-5.

Executive Director Updates

Council Win

Director Barnes called out a recent win for the Council. A family reached out to the Council for help as access to a medication was delayed. The Council worked together, and this family now has access to the needed medication.

Staffing

Director Barnes updated the ESC on a Policy staff hire that will begin November 20, 2024. She has worked at the federal and state levels. A consultant was also brought on to assist with the transition of the policy manager.

MNRDAC will also be hiring a program manager to assist with the ECHO and other projects. The positions are currently temporary but will be permanent with the budget appropriation.

Governance Business

Revision to membership participation Requirements

Director Barnes spoke to a revision in the membership requirements for members. Jackie indicated that there are no committee participation requirements. Statutorily the Full Council participation has attendance requirements. The governance documents are broad currently. A recommendation was made for Full Council discussion and policy changes as decisions are made.

The Full Council meeting agenda for November 14, 2024, was reviewed.

ACTION: Representative Reyer made a motion to approve the November 14, 2024, agenda, motion seconded by Maureen Alderman. Motion passed 5-5.
